How can you make a printed 2D map look 3D?

I’ve been mind boggled on how they are making a 2D map look 3D even though it’s just a flat print. Does anyone know how this is done?

EDIT: Also, I have the ArcGIS Pro home edition so if there are any specific tools or workflows in that environment, definitely let me know
