Help w Map Project – March 7, 2023 at 03:25PM

Would anyone know what software (free preferred) I would need to create a map like this? Full tutorial/explanation would be appreciated but I understand if you don’t have the time and if I have an idea/name that I can look up tutorials for I might be able to figure it out! (Thank you in advance!)

Features needed:

– Map of the world

– Size of circle corresponding/reflecting number of students/individuals observed or in our interest

– Circles located in either capital city or anywhere in the country of origin of the individual

Optional feature:

– Interactive so when clicked, can show names/information on individuals in that country/part of that circle, etc
